Bowring reporting consequences of the alleged inefficiency of the Harbor Master's Department, and until the return of Mr. Michell from England, Messrs Gunthorpe, and Remedios have been added to the strength of the Department at respective rates of salary of £100 per annum and £250, and to request that you will inform the Lords Commissioners of the Treasury that the expectation of the Governor is that these appointments are only temporary, and will have ceased on the arrival of Mr. Michell, and the resumption by him of his duties.
